Legacy renewal or modernisation initiatives often struggle to get off the ground because although there are important benefits to be gained, the cost and time involved seem disproportionately high.  Typically the work involved in completing such a transformation involves a lengthy and resource intensive analysis of the current application in order to determine exactly what needs to be done, followed by a large quantity of time consuming and repetitive manual changes. 

Where a modernisation project does secure the necessary funding, it then faces further challenges as it needs to complete very rapidly to avoid having a detrimental effect on ongoing maintenance as it occupies development resources and may necessitate changes being made in parallel with business changes.  Furthermore, the transformation typically involves changes that impact all elements of the application, so the possibility of making small mistakes that inadvertently introduce bugs is relatively high.
